With the introduction of pcre 7.8, there was a new feature added, a javascript 
compat flag.

Packages built against 7.8 might use this javascript flag, but it is a part of 
the 7.8 library.

The shlibs file in the 7.8 library does only require 7.4, and thus some stuff 
breaks when built against 7.8 but run against 7.4 or 7.8.

You should update the shlibs file and ask for binNMUs of the reverse 
dependencies built against libpcre3-dev 7.8-1

if you are busy, please ask me  to NMU.

I've this in openSUSE also. I think this is a battle between konqueror 
and www.debian.org (and some other sites). From wireshark:

Konqueror (3.5.10):
Accept-Language: de_CH,de,en\r\nloads english

Firefox:
Accept-Language: de-ch,de;q=0.8,en-us;q=0.5,en;q=0.3\r\n  loads german

Any way, I think the underscore is false. It should be de-CH. I've 
played around but I couldn't break the secret (sorry for the long lines):
