am i using old apt-sources ? 
loos like apt wants to instal an old version of it, and dpkg has some issues 
with the one that was posted here :

#dpkg -i quanta_3.0pr1-1_i386.deb

Kpackage require librpm4 to run... :

#apt-get remove librpm4 -s

well, not so much of a solution for me... (using unstable)
i had the same error :

$ su -c kpackage
Password:
kpackage: error while loading shared libraries: libdb.so.2: cannot open shared 
object file: No such file or directory

installed libdb1-compat, and now i get :

$ su -c kpackage
Password:
kpackage: error while loading shared libraries: librpmbuild-4.0.3.so: cannot 
open shared object file: No such file or directory

librpmbuild-4.0.3.so is a part of librpm4, and guess what ? :

# dpkg -l |grep librpm
ii  librpm44.0.4-10   RPM shared library

no you dont.
add to your /etc/apt/sources.list :
deb http://kde3.geniussystems.net/debian ./

run apt-get update and then apt-get -s upgrade. you will see whats gonna be 
upgraded.

after that you can run apt-get upgrade to upgrade to the new kde.
i am suggesting you to do this from init 3 (not from X, while kde is running)

i guess this is because it requires kdelibs, older version :
koffice-libs: Depends: kdelibs3 (>= 4:2.2.2-1)

if you are using kde 3.0.2, the you have kdelibs4. 
you will have to wait a few days untill there will be new debs for kde 3.0.2 
(and above)
