In my case, Arts always started.  It just needed a little help in the 
configuration department to actually play for non-root users.

I wouldn't have thought it was _needed_ at all. But if you already have 
problems with getting Arts to start because "something else has already 
grabbed the port and doesn't want to share", I'm surprised you get sound from 
anything.  I would have thought it was easier to get everything using Arts.

Does aRts actually start?  Much of the time it can't start because something 
else has already grabbed the port and doesn't want to share.

Is it really worth it?  The first thing I do after a KDE installation is 
disable arts forever.  I never look back.  It's only needed for sound in a 
smattering of KDE applications (and KDE itself, if you're into whoops and 
boops and boinks every time you swish your mouse around.)  Nothing else uses 
it, and it just gets in the way all the time.  It's a lot more trouble than 
it's worth to me.

Try setting Control Center / Sound & Multimedia / Sound 
System / General / Auto-Suspend to 1.  I believe the default 
is 60, which can cause some problems.

I found it magically came back when I logged into KDE as root, and was then 
always available in user sessions.  Since I almost never do that, it took 6 
months to find this solution...

  as root, do:

$ adduser youruser audio

  where you change "youruser" by your login name.
