That's because it's in KDE 3.3 which is not in sarge.

You can't. Unless you manually compile the theme manager. I'm not sure that 
can be done with KDE 3.2. I don't believe it can. You could temporarily 
switch to sid and update your KDE installation only and then switch back to 
sarge.
