Are you not using udev?  It seems the device nodes are not correct
because the kernel created rtc0, which you don't have.  Normally you
should have /dev/rtc0 and /dev/rtc should be a symlink to it.

No, I don't have udev.  This is an old SGI Indy workstation, and the 
Debian installation has been upgraded time and again starting from 
Woody. :)  I could not plug any new device into it anyway.


Is there an easy workaround, or do I have to install udev?

Additional information.

It does not do it on all classes. I can observe it on a particular class
parented to the root CBQ qdisc with multiple burstable children. 

isolated put on another class parented to the root qdisc is similarly
ignored. 

I will try to dig through the source to see exactly where the bug is,
but it is definitely a bug (the results of tc are confirmed by delay
measurements and bandwidth measurements in the relevant classes).

Thanks alot for this hint. Yes, it fixes the problem.

After booting 2.6.30:

$ cat /proc/acpi/ibm/wan 
status: disabled
commands:   enable, disable

So the fix for this bug is to get the same behaviour like before to have
it enabled after booting. The machine has a kill switch to disable it.:)

You ought to be using udev, on any modern Linux system.
