Using a newer kernel (4.7.10 worked. 4.8.4 and 4.10.1 failed) results in the
x-window system falling back to software rendering.
The package firmware-amd-graphics has been updated to version 20161130-2 as
suggested in bug report 843061. However this did not help.
Looking into dmesg,
radeon/PITCAIRN_mc2.bin loaded successfully
radeon/si58_mc.bin failed:
[4.855636] si_fw: mixing new and old firmware!
[4.855771] [drm:si_init [radeon]] *ERROR* Failed to load firmware!
[4.855812] radeon :01:00.0: Fatal error during GPU init
The message about new and old firmware is a bit misleading here. si58_mc.bin is
simly missing.
Copying si58_mc.bin from https://people.freedesktop.org/~agd5f/radeon_ucode/ to
/lib/firmware/radeon
fixed the problem.
Looking into the sourcecode of gpu/drm/radeon/si.c, it looks to me like the
firmware is required when the card has some
special memory configuration.
My card reports as:

This file is machine-specific, so we should not just install a version
that's known to work on one particular machine.

In theory we could collect versions for different machines and symlink
the right one into place at install time based on machine ID.  But I
think that's beyond the scope of this package.

I guess I wrote that badly.

busybox isn't actually required by cryptsetup, just recommended, but it
should be required by something.  The example shows it's possible to
make packages uninstallable, if they pull the initramfs trigger, by
removing busybox, which you can do cleanly as far as apt is concerned:

For some time I have been watching TV (available via a Hauppauge
WinTV card) with Debian Jessie using the tvtime application without issues.
But after updating Debian Jessie this morning with

apt-get dist-upgrade

the TV sound became silent with tvtime.  I then shifted to other means of 
watching
tv, i.e., xawtv and 

vlc v4l2:///dev/video0:width=640:height=480:tuner-frequency=61250

and the sound was silent for those alternatives as well.
All my other sound tests are fine such as running aplay, watching a
dvd with vlc, and running the foobillard game.  A special hardware
configuration I have used for years with that WinTV card is the sound
is connected from an audio connector on that card to the blue line-in
connector for my Intel sound chipset using an external cable.  That is the only
sound hardware that I have available that uses line-in.  According to
my notes it has been 7 months since I last updated my Debian Jessie
system using "apt-get dist-upgrade" so the issue may be any kernel (or
other sound-related package) update in that period.
I have done extensive experiments with alsamixer and
pavucontrol, but could find no obvious issues with line in.

I am not sure exactly which package update is to blame for sound
failing for tvtime, but since the above command did not update tvtime, and my 
hardware
configuration uses the Intel chipset line-in, my best guess is
it is probably the kernel package so I am reporting this sound failure
under that package.  However, feel free to move this bug report to a
different package if my further tests show that different package is
the issue.

At this time I don't know what further tests of the WinTV sound (or
general sound) I can do, but I would be happy to oblige if anyone
wants me to run a further test to help figure out the source of this
problem.

Also, if anyone here is using line-in for an Intel sound chipset
(i.e., a TV card similar to my Hauppauge one where sound is connected
via an external cable to line-in) I would appreciate them trying to
verify this bug.
