With linux-headers-4.8-0-2-amd64 this worked fine, I was able to install the kernel headers and use dkms to compile out-of-tree modules such as xtables-addons. With linux-headers-4.9.0-1-amd64 switching its dependencies to gcc-6:amd64 I am no longer able to do so. And trying to install a 64bit gcc (and related tools) would effectively uninstall half of my system. Is running a 64bit system with 32bit userland no longer supported or did I miss something obvious?
