Well, from a first reading, it looks like a DFSG-free license.
However it seems to be GPL-incompatible.

Note however that I may be too tired to draw the right conclusions...

The only weird thing is this insisting on textual modification.
What if I make a non-textual modification (let's say the Package
includes an image)?
