Hi!
RTF is an old file format from Microsoft, that was pushed as a means of
"cross-platform interchange".  It has never been really widespread, but,
because its simplicity, most Word-like programs support it.  Thus, it's
an odd but not entirely irrational decision to ship some documents this
way.

A package that I'm reviewing includes several RTF files in its documentation
(I've attached one), it triggers a false positive for
license-problem-gfdl-invariants (despite correctly declaring no invariants
nor front or back cover texts).

I guess that RTF files could possibly trigger a number of other false
positives in lintian tests that expect real text.  As adding proper support
for RTF is obviously not worth the effort, it would be nice if you regarded
them to be binary (despite, like .ps, being technically ASCII).

lintian's newly introduced tag
mail-transport-agent-dependency-does-not-specify-default-mta warns not
only only about "Wants" relationships (i.e.
Depends/Recommends/Suggests/Build-Depends) but also about other "Keep

sense because the package providing default-mta also must provide

This at least affects:

(separate) tag for these, but with severity informational/minor:

cronometer is another example. Lintian reports two jar files that only
contain xml files and no compiled Java files:

Ah, mea culpa, I was parsing this as `debian/` and not `debian/patches`.

How would we even know the license of a file under debian/patches? Looking
DEP-3 [0] it does not have a `License` field.

Perhaps you could mock up an offending entry here so we are 100% certain
we are talking about the same things.

As an example, think of a kernel patch that touches two files:
1. source file with SPDX-License-Identifier: GPL-2.0
2. userspace header with SPDX-License-Identifier: GPL-2.0 WITH 
Linux-syscall-note

"same license as upstream" are two different licences for different 
parts of the patch, and the Debian kernel maintainer is usually not
the author of a patch cherry-picked from upstream.

Want copyright information do you want to make mandatory for patches
in src:linux?

DEP-5 listing of every patch, and for patches like the example above a 
detailed explanation which parts of a patch are under which licence?

IMHO it would be more reasonable to treat debian/patches/
as special case, defaulting to "same licence as the patched code".
