It's effectively the -I option that you should use if your package is a
native one. You can make the -I option permanent by creating
debian/source/options and putting this:
tar-ignore = .bzr-builddeb:logs
tar-ignore = .bzr

See "man dpkg-source" for details.

Please, squash the changelog into one entry. This is a matter of taste,
but this avoids forgetting to include all the appropriate changelog
entries into .changes.

Also, I notice that for a small change, the ABI is changing. This will
be a bit difficult for reverse-dependencies if there are frequent
releases. Maybe the SO name should be handled differently by upstream to
avoid unnecessary ABI version dump.

The package seems fine for me. I just noticed those minor details:

 - debian/changelog: the "Imported Upstream version " line is
   useless, please remove it.
 - debian/control: do not start the short description with a capital.
 - debian/rules: debhelper 9 is doing hardening by default now, so you
   don't need to depend on hardening-wrapper and set the option in
   debian/rules. Maybe you did try and this doesn't work?

 - debian/control: the dependency of libmosquitto-dev is quite odd. Why
   not (= ${binary:Version})? I understand that you avoid to upgrade the
   binary package if there is only packaging changes, but sometimes,
   packaging changes contain patches or other things that could impact
   the compatibility. Maybe this is OK, but I think this is quite
   unusual. I would prefer that you use (= ${binary:Version}).

 - debian/copyright: as far as I know, BSD-1-clause does not exist. But
   I suppose the name is OK and that it was already uploaded this
   way. So no change required.

 - debian/postinst: I think this is too late and not worth a change,
   but there is a high risk of collision with the "mosquitto"
   user. There is no policy for that in Debian but some programs adopt
   "Debian-mosquitto" while others "_mosquitto". I prefer the later. As
   I suppose this use has already been shipped in previous versions of
   the package, don't change anything.

 - debian/rules: the invokations of PYTHON2 and PYTHON3 happen to be
   easy to merge.

 - debian/mosquito.init: I am not really experienced with upstart but I
   think you should update the init script and the dependencies with the
   information on this page:

The reason for the odd dependency is because the -dev packages are in
arch-all. If you use (= ${binary:Version}) then the lintian error
not-binnmuable-all-depends-any occurs:
http://lintian.debian.org/tags/not-binnmuable-all-depends-any.html

I could change it to just depend on (>= ${source:Version}) if you
think that would be more appropriate.

Whilst I agree that I've not really heard of it's use before, the
license here has only 1 clause:

I already had a custom test along those lines, but am glad to see
there is a standard way of checking now.

I've made the changes you suggest, excluding the lib dependency
changes, and uploaded to mentors again.
