Bug#951392: dependency on Python2

Hi Adam,

I have dropped the py2 dependency out of the sosreport 3.9-1 debian
package, it is no longer needed. This runtime dependency was a left over.

If you want to give a second review. I have dropped the py Depends in my
curren upload of version "3.9-2"
