See an example in source package cbor2 that builds binary package 
python-cbor2-doc.
Look at d/control, d/rules, and d/python-cbor2-doc.* files.
This uses the template-generated source almost untouched.

This is just an upload of the existing experimental package to unstable
along with a Standards-Version bump.
It was uploaded to experimental because of a serious regression in GCC
12, but it has since been fixed for the most part and I'm happy to
upload it to unstable now.

Otherwise, I do not believe new test failures deserve additional
attention. I believe the autopkgtests offer very good coverage for this
package; they all pass. Furthermore, I've been able to build carl9170fw
using GCC 12 without a problem. (I'll be resurrecting my RFS for
carl9170fw soon.)

I'll probe the reproducible builds situation soon, but this should not
postpone the migration to GCC 12.
