The same happens with 'pdebuild -- --host-arch arm64'. It seems that the dependency resolver tries to install :arm64, but fails because the package is architecture-independent :all. The package inetutils-2.4 builds fine with 'sbuild --host=arm64', probably because it does not build-depend on any architecture-independent package.
