While I'm not a lawyer, I believe that the approach we're going with is more legally defensible around the world than the aspirational public domain one. BSD-2-clause is also better understood than NCSA as far as I know. I'm relieved that work this didn't end up being a pulp novel situation where someone stumbles onto a dirty rotten secret at the heart of the origins of the internet while untangling the roots of a project like this one. Mateusz, I'm supposing that you would be ok with this, because you've made a number of changes to fluxbox that are not appropriate for an NMU and that are the domain of a package's maintainers.
