What is wrong with just adding mdl as a new binary package in the existing
source package?

By the conventions of the Ruby team,[1] the name `ruby-mdl` conveys the idea
the binary provides only a library. For them, the binary however provides an
application conventionally named without the prefix `ruby-`; hence their
recommendation to rename both the binary as well as files in the pristine-tar
branch.[2]

I got that part. What you should be referring to is:
"Source packages should have same name as main primary package" in [1].

I do not think it is a good enough reason to introduce a new source package.
So I will not be sponsoring and leave this to someone else.

Was the collection of mdl "as new" into a separate folder and eventual pristine
git repository (without the trouble of ruby-mdl history) an error on my side?
I thought the simultaneous presence of some files "ruby-mdl*.*" and of files
"mdl*.*" (and perhaps some not yet correctly renamed ones) confusing and hence
opted-in for what appeared to me to be a clean cut.

So, where is that mdl package that ruby-mdl depends on with the new version?

Following an advice by Antonio Terceiro,[1] the intention is dummy / transition
package ruby-mdl

https://mentors.debian.net/package/ruby-mdl/
https://mentors.debian.net/debian/pool/main/r/ruby-mdl/ruby-mdl_0.12.0-4.dsc

relays to the new, functionally updated mdl
