Yes, it is not too late.

I think it is likely better to ask them to remove the upload with the
"wrong" name and upload it again.  That way, a package with the "tzlocal"
name will not have existed in any of the archives (outside of NEW) for any
length of time.

The question was actually:


do you think we should rename now that is in the new queue?
we can upload as soon as it is accepted, or ask ftpmasters to kick it out
and upload again.
Not sure this new upload will automatically override the existing one.

team subversion and upload a copy with the name python-tzlocal for the source
package to mentors.debian.net

name with high chances of creating annoying colisions.

Since this source package is extremely unlikely to ever create non-python
packages, maybe you should name the source package also "python-tzlocal"?

removal of the window and osx specific code.

The packaging LGTM, however I have some nitpicks for you:

1) d/rules: please do not override dh_install and call dh_auto_install, unless 
you have a good reason to
do that (I guess this is an error, you don't want to call it twice)

dh_installdocs: please consider having a debian/docs with "README.rst" inside

(and please remove the autogenerated file comments on line 3-4

2) watch file, please consider using "exactly" the pypi version (note: the 
difference is a comment and an "s",
I don't see why you should use http://)

3) why you remove windows and macos specific stuff? does it hurt?

I'm wondering if removing source files might be source of hidden troubles.

I did some basic testing and the package works correctly on both python and 
python3.
