This is an unfortunate problem with the MIPS Malta kernel currently, in
that it doesn't auto-detect the amount of memory available. You have to
use something like this to make it work:

-m 2G -append 'mem=256m@0 mem=1792m@0x9000'

There is a patch to fix this though - hopefully it will get into 4.9 for
stretch:
