The bug you're closing is not "please package new upstream".  Thus,
this part should be:

  * New upstream version 0.7.1
+ Fix failure with read-only /etc (Closes: #868160)

>   * add correct section to libusbguard0
>   * remove parsing of dpkg-genchangelog

The package is explicitely marked as "not for uploading" (ie, is meant for
testing, review and further work).  As you filed the RFS, I guess it's not
what you wanted...

Debhelper wants to add further things to the postinst, but doesn't know
where.

W: usbguard source: debian-watch-could-verify-download 
debian/upstream/signing-key.asc

The new version is not signed; you should then delete (or rename away) this
key to mark the lack of signature as intentional.
