announcement [1] when you request release team to unblock. 
Basically you don't need to include the full diff, they will regenerate it 
from the uploaded package, but include the last changelog
entry instead.

Yes, I've read this, but I had requested freeze exception before the upload, 
how the
release team can fetch diff from unexisting upload? :)

Yes, it is safe; quilt has no business here as a build-dependency wasting 
autobuilders and other builders time to install and deinstall. Worst, that 
might leave a worrisome impression to the reader of any patches not being 
applied by accident. For the protocol, please, complete that and show them 
the diff, and CC: to me. Thanks.
