This is no substitute the HTML layout with bolding etc.

The HTML version of the document are easier to read due to better
typographical conventions that HTML offer.

Please provide One Big HTML, the sectioned pages do not serve searching
accross the whole document.

Why not just simply install the Debian package and brwose locally ?

Note that this can be trivially generated from the file policy.sgml
using 'debiandoc2html -1 policy.sgml'.
There are two options:
1) ship policy-onefile.html in the debian-policy package.
2) change the script that update //www.debian.org/doc/debian-policy/
to call debiandoc2html by itself.

Doing 1. increase debian-policy by about 420kb. Probably not a big deal
since system with small disk do not need to install it.
