The only possible issue that I can see is that the introduction of this
virtual package would leave no way to depend specifically on the ISC DHCP
client 2.x, which is currently named dhcp-client.

There are several packages in sid which reference dhcp-client, but after
examining them, none of them appear to need this specific client, and would
be better off depending on a dhcp-client virtual package.  So this seems to
be a non-issue in Debian at this point, unless someone who knows better
speaks up.

You could take advantage of the fact that dpkg doesn't support versioned
virtual packges at the moment and use a versioned dependency to make
sure you get the real dhcp-client.
