This bug is against cups 2.2.4-1. Perhaps I was unclear. I suggest
testing the behaviour of 'lpstat -a' and the commands Samuel used
with unstable's cups 2.2.5-2.

I do not have a ~/.cups folder nor any lpoptions
(in /etc/cups/lpoptions or somewhere else) nor any PRINTER
environment variables set. Only the afore mentioned entry
in /etc/cups/client.conf. So I do not see how 877888 could relate to the
problem and I do not see, what I could try from the suggestions in that
bug.

Hi,

similar/same(?) issue here:
$ lpstat -a
lpstat: Dienst nicht verfügbar
(translation: lpstat: Service not available)

The remote print server is configured via /etc/cups/client.conf
$ cat /etc/cups/client.conf
ServerName hostname-of-server/version=1.1

Downgrading to the version in stable makes me see all printers again
and able to print.

I had read that bug, and thus removed my .cups/lpoptions file already,
with the same issue.  I don't think the two bugs are related.

I was just about to post in reply to M G Berberich's mail to #870463
when this one arrived. My suggestion was (and still is) that the 
~/.cups/lpoptions be moved and the PRINTER (or LPDEST) environment
variable be set instead. (M G Berberich has been CC'ed).

pcl is a local print queue set to print to a file.

With 'lpstat -d' I get

  lpstat: error - PRINTER environment variable names non-existent destination 
"pcl".

'lp /etc/nsswitch' gives

  lp: Error - scheduler not responding.

$ lpr

Anyway, I had to downgrade to 2.2.3-2 to get printing back working.
