(JFTR, and as hinted in [1], binNMUs are to still be handled by the
release team, at least for now. If there's any change in this, we'll
notify the appropriate lists.)

I agree it would be useful, debian-rele...@l.d.o already started to collect
binnmus request in the past and it would seem natural to me that
such request (now properly directed at the wbadm team) get
archived/discussed in the same spirit on a dedicated list hosted at
lists.debian.org.

I don't care for the precise name, -wbadm or -wb-admin both seem fine.

I agree with your reasons (it's a core d.o infrastructure) and the same
reasons led me to remember you that you should really create a wiki page

That sounds like a good idea.  The name Joey suggested might be better,
but it probably does not matter all that much.

I'd prefer debian-wb-admin@ as name in order to make it less cryptic.

I appreciate a public list and would prefer it to be hosted on
lists.debian.org over teams.debian.net.

Before reading the bug I thought reviving debian-autobuild and using
that would be a good idea.

where else I could go for "interested parties to comment", since the set
of people potentially interested in this is not concentrated in some
other, less generic list.
