scipy 1.2.0 and joining DPMT

Hi Python team, now that numpy 1.16rc has reached testing, are there 
plans to get scipy 1.2.0 into the coming release?


Will it help if I join DPMT?  I can then update scipy and upload to 
experimental. Please add me on salsa if that will help.

while tests are run in build target (not my choice, I'd check installed files)
I strongly advise to *not* use source files (i.e. "PYTHONPATH=$(CURDIR)")
in dh_auto_test, especially if you build an extension. pybuild changes
directory for a reason.

If you need some files from source directory during tests, please list
them in debian/pybuild.testfiles file and pybuild will copy them to
build directory (and remove after tests). See pybuild manpage for more info.

Not sure if this is a workaround too though :)

I am trying to understand the python pachagin for debian, and
discovered with this thread: https://pypi.debian.net/

Can you explain me (or better redirect me to the proper doc) on usage
of this resource ? Last question, as the debian packaging is a moving
target, is it something planned for the future, is it currently used or
is it already deprecated ?
