WFM. (That's a +1 without just +1'ing :).

Would it be a good idea to first have it running in an analogous
channel, ‘#debian-python-changes’?

I don't *think* I'd mind getting these notifications in irc, but I guess I
won't know for sure until it happens. If it's disruptive to real-time
communications (which I think is the most important function of the channel),
then I'd be against it. But I don't mind an experiment to see if it helps,
hurts, or is neutral.

with this argument you don't like commit notifications on IRC channel too,
right? :)

If we have commit notification, why not have "uploaded" notification?

zwiebelbot already handles getting information about bugs mentioned in the

BTS post info about newly created or closed bugs. zwiebelbot is for
something else.

Upload notifications are few enough that I think it's fine, although those are
usually easy enough to infer from the tagging commit messages, but bugs would
be a lot of useless (IMO) traffic on the channel.

P.S. Per Debian mailing list policy, don't CC me. I'm subscribed.

I don't think there's anything you've listed that we don't already get via
email. Personally, I don't think I need it again on IRC. The existing
zwiebelbot already handles getting information about bugs mentioned in the
channel and I think that's all we need.
