I believe this can be fixed by changing debian/rules
to a) run aclocal before automake b) run automake with
--add-missing c) fix {libs,programs}/Makefiles.am as
suggested with = instead of +=.

Because nobody's maintaining it at the moment. Ben Burton said that he'd
take it over and fix it up if nobody else got round to it.
