The important thing here is not whether the file is required to exist,
but if it actually exists on a Debian system having only the
build-essential packages installed.

It is possible that this has not been the case in the past at some time,
but currently, it is. The file /etc/motd is present on every chroot
created by debootstrap, and it's therefore present on autobuilders,
which is where the file should be present.

Also, a source-only upload of this package succeeds in every
released architecture:

Moreover, upstream does not use /etc/motd anymore in version 9.5.1, so
I would recommend Ubuntu not bother forking icon just because of this
(unless debootstrap on Ubuntu creates chroots not having a /etc/motd
file, that is).
