This bug is solved, the issues you have are with the other packages i have 
pointed
you. I will close the bug, you are free to reopen it, but it just will rot in
the BTS until it is closed when KDE 3.5 dissapears, and the issues that annoy
you are unlikely to be improved if you do not report them in the correspondant
packages.

some KDE3 applications), and I couldn't upgrade everything when I installed 
Okular today (GPRS and big upgrades are a big no-no). 

However Okular didn't have strict dependencies on 4.0.84 KDE so I installed it
as is (installed just okular and libokular1).

When I start Okular from the console I get:
"Could not find the Okular component."
and a blank window titled Okular without any widgets, about 150x100 in
size.

Same if I pass a PDF file.

I see, thank you for merging all the bugs!
I do not have any problem in keeping the bug open, I closed it in first
instace because if i can not reproduce the bug and user does not answer with
more info it is a dead end, and it does not make too much sense keep it open.

It will be closed if it works with KDE 4, like fixed in kde 4 version, but
will reman open forever in KDE 3 versions until this is removed from the
archive...

Correct, that does not help.  This setting only changes the User-Agent
string (it adds the country code to it) but not the Accept-Language
string that konqueror sends to the web server.

Here are my results for the Accept-Language string on
http://kluge.in-chemnitz.de/tools/browser.php:

Iceweasel: de-de,de;q=0.8,en-us;q=0.5,en;q=0.3
Konqueror without setting in kio_httprc: de, en
Konqueror with setting in kio_httprc: de;q=1.0, en;q=0.5

So by default konqueror does not prefer German over English in a German
locale, and the web server is then free to send the document in either
language.

Identification" mark "Add language information" and it does not work :?

It works for me.  Maybe you need to restart konqueror and/or clear the
web cache to let this setting take effect.

I've done that, since I'm also seeing this in the latest unstable
version.  BTW, you already had reported it as #401019.

The workaround is to edit ~/.kde/share/config/kio_httprc and add a line
with

Languages=de;q=1.0, en;q=0.5

or similar to give German a higher priority than English.  Not exactly
userfriendly, and the preferred language should really be taken from the
locale settings. :-/

With konqueror 4.0.0-1, when I go to "Configure konqueror..." on the
"Settings" menu, I get "The shared library was not found. Library not
found" instead of buttons and such to change the settings.

The only configuration pages that work are "History Sidebar" and "Crypto".

When you are using konqueror, it s nice & full of possibilities, you can
copy files, and then you might notice that it is slow and lacking of
reactivity. It becomes than painful for fully fast and very effectively

No much we can do about this through the BTS. The problem you comments depends 
of another factors too like your filesystem, how you have set your HD (hint:
for a IDE HD, hdparm), etc

Description of the bug:

When calling some websites with konqueror, it should display the website in
the language of the environment (in may case it is German). This behaviour
is seen on the multilingual website of Debian (http://www.debian.org).

Thwe language is falling automatically back to English, even, if I choose
the German site manually. Outgoing links on this German website should be
displayed in German, too. They are not. They are falling back to English,
too.

Those keys are already defined shorcuts in konqueror, you can change, system
just tells you they are already defined and ask you if you want to override
that.
