This thing by itself is not what is producing the problem, I can just 
uninstall libicu48, get the same "Unable to load library icui18n" and kmail 
works, because qt4 can work even if it doesn't dlopen libicu; so it must be 
something else.

Also I'm downgrading the severity of this bug since looks like it doesn't 
affect everybody.

Rebooting the computer didn't help at all, but I updated some unrelated Gnome 
software afterwards and error disappeared.

Up to me, you can close this bug. It was real, but I deem it unreproducible.

When I launch kmail it can not open pop accounts nor imap accounts, nor send 
e-mails out.

Launching it from a konsole shows the errors: impossible to create slaves. See 
below:
