It's possible that the two are related, but I don't think it's the same bug from what I've gathered from the bug description.

Bug#942429: plasma-workspace: Keyboard lock state not reporting to lock screen or indicator plasmoid
Package: plasma-workspace Version: 4:5.14.5.1-3 Severity: normal Dear Maintainer, The keyboard indicator plasmoid (i.e. the tray indicator) from plasma-widgets- addons and the KDE lock screen stopped showing lock key status for me. This is a crucial feature when using a keyboard that doesn't have a physical lock indicator. Disabling and re-enabling the indication for caps lock and num lock in the tray indicator settings had no effect. As far as I can tell, the indicators were working fine with the Plasma version in buster, but lost their functionality after a large number of plasma/kf5 packages got updated in bullseye after the buster release. Since the version of plasma-workspace hasn't changed much (4:5.14.5.1-1 -> 4:5.14.5.1-3), I suspect that either one of the dependent libraries or a patch introduced into Debian is the culprit. There may also be a dependency issue, but this is hard to track down for me.
