Sorry, i dont know exactly if this is the right package , but it should
fit:

My Scroll-Wheel is disfunctional since i installed kde3. Under
Windowmaker everything is fine, so kde (not xfree) is guilty i think.

The Up-Movement is interpreted as the down
the Down-Movement is something like select or so (definitly annoying)

Its in all X-Apps (K- or not)

Thanks for your bug report.

We cannot reproduce this bug, and it seems unlikely that it's a
problem with the kde* packages.  You have also not replied for a month
and a half to a query for information.  I'm therefore closing this
