I recommend to report this upstream and tag this bug appropriate (I'm
quite confident you know how to do this ;)).

You are completely right, and I wouldn't answer Joe User this way.
But if you are writing bug reports this is something else. You are in NM
and (should) now how to deal with bugs and how to write useful
bug reports. This one definitely isn't useful and is really an upstream
thing. You report so many KDE bugs -- what about forwarding them
upstream at the same time? This is good for your karma and we have one
bug report less we have to deal with.
KDE 4 is still full of bugs ATM -- what do you think would happen if
users report all and every KDE 4 bug which is no packaging issue in our
BTS?

I disagree. Bug reports are very useful for other people besides the 
maintainers, not least other users searching for information on a 
problem. The Debian BTS is always my first stop when I encounter a bug 
in Debian.

I usually do this, as you can easily check. The exceptions are when I'm 
not sure whether it is an upstream issue. I'll do it for this one too, 
and if you just wanted to suggest that I do so then a polite message 
would have sufficed.

Well then I would be a fool to do the opposite, wouldn't I?

Seriously though: for a start, users would be able to get a good 
overview of potential problems to look out for, for example when 
considering whether to try the packages at all. Especially if the bugs 
were marked forwarded (which I usually do). I don't see any negative 
effects. The BTS is not only for packaging bugs.

Ok, let's stop this, didn't meant to offend you.
My opinion is still that such bugs belong into the upstream bts and not
the Debian bts,* but if you forward the bugs (yeah, I was wrong here,
sorry), feel free to also open the bug in the Debian bts. 

Packaging bugs are for sure always welcome anyway.
