 It seems to me that the hotplug script is invoked by udev instructed from
 the rules in /etc/udev/logitechmouse.rules that states for instance
 SYSFS{idProduct}==c00e, SYSFS{idVendor}==046d,
 RUN+=/etc/hotplug/usb/logitechmouse

Indeed, doing in /etc/udev :

# find -type f | xargs -n 1 grep -H hotplug

you get many hits in libgphoto2.rules too. But when searching for the 
associated package I get :

# dpkg -S logitechmouse.rules
kcontrol: /etc/udev/logitechmouse.rules
# dpkg -S libgphoto2.rules
dpkg: *libgphoto2.rules* not found.

My kcontrol is the latest in sid (3.5). Is this a bug of kcontrol ?

# dpkg -s kcontrol (subset)
Package: kcontrol
Status: install ok installed
Section: kde
Architecture: amd64
Source: kdebase
Version: 4:3.5.0-4

--- 8 --- 8 --- 8 ---

Concerning libgphoto2.rules, package libgphoto2-2 does not provide that 
(anymore ?), however does include :

/etc/hotplug/usb/libgphoto2

Is that a bug too ?

No, that file is generated by the packaging scripts of libgpghoto2-2. So 
it's not listed as owned by that package.

Running Sid, libgphoto2-2 does provide /etc/hotplug/usb/libgphoto2 
and /etc/udev/libgphoto2.rules. Not a bug.
