Well, as said - considered that you can use it as a single app as well I think it's the best to ship it as a separate package (which has the nice side-effect that it can be easier shipped for backports by just excluding the package if 4.3 is not in sarge). The thing is that a) you need to maintain an extra kcontrol.install file for that b) krandr is also available as an application to rotate the screen that additionally can be configured with a kcontrol module (similar to krfb) So I suggest putting it into an extra package for now.
