An apt upgrade  on my testing distribution shows that libopenblas-base
is held back because it breaks the existing version of libatlas3-base
that is currently in testing.

I believe this means libopenblas-base was meant to be installed only
when a later version of libatlas3-base was available and that this is
acceptable only in sid, but not in the testing distribution, which should
allow all packages to be installed within testing.

Perhaps the current version of libopenblas-base should have stayed in sid
until the newer version of libatlas3-base was also moved to testing?

Indeed I don't understand why openblas migrated before atlas and lapack. But
this is a question to ask to the Release Team. And anyways atlas and lapack
will migrate soon, hence closing.
