Yes, but the problem is that they are shaping on the perimeter, so
I cannot rewrite incoming packets, and they will still have a low
priority... or am I wrong?

iptables -t mangle -p tcp --dport 22 -j TOS --set-tos Minimize-Delay ),
but in general it's not a good idea ( you don't want your bulk traffic
eating your interactive sessions ).
