Maybe we should be requiring or TEMP issues to have an associated bug
report Not sure how much work this would be.

It doesn't resolve the issue of not being able to reference TEMP-*-*
from DSA or DLA either. So I think a temporary solution if anything, not
a long term solution.

Except that not all TEMP issues have an associated bug report...
and one bug report might be used to collate multiple security
issues discovered at the same time.

Thus I'm not convinced the issue is as trivial as you believe
and I'm not sure that the newcomer tag makes much sense.

Redirect from TEMP-*-* based URLs to bug based ones.

Stop redirecting from bug based URLs to TEMP-*-* based ones.
