You could use .htaccess[1] instead of a local php.ini

I think the problem is with gstreamer0.10-plugins-bad, not totem especifically, 
maybe removing this package you can resolve it.

Did you try what Magnus Therning wrote:

I had the the same problen with Pidgin and I don't use totem, 
but i could resolve it with this info

I had the same error, and I used SuperGrubDIsc (http://www.supergrubdisk.org/) 
It's an useful tool, if you want to recover your GRUB
