U.S. Robotics modem question

I am having trouble getting debian to recognize my modem.  First off, its NOT a 
WINMODEM.  
It is a 33.6 courier w/voice.  It has plug-n-play built into it, however the 
jumpers are
not set to that, they are set to com2.  
 
As a test, I have tried minicom, which says that it initialized the modem, 
however, an OKAY
message did not occur, nor was I able to get the modem to dial up, so I 
therefore conclude
that debian can not see it.  I should note that the modem works...I'm using it 
right now
in win95 to dial in.   
 
Does anyone use this modem successfully?  If so, what kind of problems did you 
have?  and
how did you get around them?
 
I have heard from someone that a utility called isapnptools handles some of the 
problems
inheritant in PNP devices.  
 
Let me know if you have any ideas on this.

FTP problems (not DSELECT)

Okay this is weird.

I can FTP to my machine, but only to anonymous.  UNLESS, the account that
I am FTPing to is running bash for a shell.  If it is running tcsh, it
says:  user access denied.  

Any ideas?

I find this rather strange.

Writing to a boot floppy.

I recompiled my kernel today (without any major problems) to 2.027,
however, I can't seem to figure out how to create a new boot floppy.  I have
tried:  cp vmlinux /dev/fd0 to a DOS-formatted disk, but when I tried to reboot
my computer, it didn't work.  

I assume that I am missing or forgetting something, but the books that I have
and the FAQS and HOWTO's I have read have very little information on this.
They tend to deal more with LILO, as opposed to booting off of a floppy.

I may not be even understanding the purpose of the boot floppy correctly, 
as I am somewhat of a newbie to LINUX, do I need to alter my boot floopy
when I recompile the kernel? or change the kernel for that matter?
