I did some research on this and found that it is the result of missing
firmware blob in /lib/firmware/ in the initramfs.  There is more info in
fixed ubuntu bug #82382

It also mentions a patch to initramfs here:

I will let you know if I can make a d-i image with this installed.

You can change the default rule location to somewhere else if you don't want to
use debian's rules:

/etc/logcheck.conf:
# Controls the base directory for rules file location
# This must be an absolute path

#RULEDIR=/etc/logcheck

You may wish to try the stock 2.4.18 Debian kernel.  mii.o is surely included in
the kernel-image-2.4.18-686 package.

Re: Installing via Apt-Get From a CD?

Hi Nick,

Apt only knows about packages sourced in /etc/apt/sources.list.  You can
install the package manually with dpkg -i filename, or add the appropriate 
cd source line to /etc/apt/sources.list.  See sources.list(5) for the syntax.
