ok the problem was unicode.pf2
This font file in normally located in /usr/share/grub/unicode.pf2 and on
encrypted systems it isn't detected by update-grub.
The solution is to copy it to /boot/grub

the unencrypted /boot partition.
1. Are file.jpg and xxx.jpg the same file?
2. Is file.jpg mentioned in /boot/grub/grub.cfg?
3. What do you have for GRUB_BACKGROUND in /etc/default/grub?
