fixed rate audio

Hi, the motherboard in the PC I've just build and installed Debian on
has a built in VIA 82Cxx audio processor.  These seem to operate at
a fixed sample rate of 48k/s and the rate cannot be changed at the
driver level.  So I need somehow to plug or hook all invocations
of sox to include the -r RATE option before the name of the output
device (if the output is in fact a device and not another file).  This
would have to be automated because sox is invoked behind my back all
the time by commands like saydate, saytime or my window manager.  But
sox' option syntax makes this hard :-(

Anyone here who has dealt with the issue successfully?  Thanks

Latin-1 characters in X, how?

My apologies for the newbieness of this post; when it comes to the
world of icons, colors and pixels, I am indeed a newbie, having spent
the last 4 years or so in text mode.

On the Linux virtual consoles I can enter Latin-1 characters into any
program using the Compose key sequences, provided these are defined in
the loaded keymap.  For example, here's a piece of my 
/etc/console-tools/default.kmap:

The question is, how can I do the same with X clients?  I know about
xmodmap and I have read its manpage, but it doesn't help me because it
only talks about mapping single keycodes to keysyms.  Is the
interpretation of compose sequences something that's left to the
client under X?  If so, how do I enable this in rxvt (or in xterm, if
needs be)?

I use potato, and everything in the environment is set up for US
English, and I want to leave it this way.

if this URL is given as a link on a page served by localhost, it
should be interpreted as 

http://localhost/cgi-bin/man2html

but instead, Mozilla throws me into some horrible intensive
advertising site like www.cgi-bin.com, which seems to have been
created especially to trap the victims of this bug :-(

It seems you can just edit /etc/network/interfaces (format documented
in TFM) to use static for the relevant stanzas; this feels like a
more potatoesque way of doing it.

alias settings in modules.conf(5).  For example,
