So I guess technically, I could put vfat in either /etc/filesystems or /etc/modules, but since a module loader is being used, /etc/filesystems is the best choice. Anyway, I tried putting vfat in /etc/filesystems and then ran rmmod fat rmmod msdos rmmod vfat Then I logged in as a normal user and mount /floppy Now all is well and the module is loaded automatically.
