Can't install undated pkgs

Dear Debians:

I keep getting  /bin/sh: /usr/sbin/dpkg-preconfigure: No such file or directory
 E: Write error -write (32-broken pipe)
 E: Failure to run script /usr/sbin/dpkg-preconfigure --apt

O(f course, dpkg-preconfigure is there in /usr/sbin/dpkg-preconfigure and so is 
command for it in /etc/apt/apt.conf.)

when I run apt-get dist-upgrade and try to install dl'd packages.  Have tried 
to re-install ftp'd apt, xterm, debconf, debconfutils, bsdutils, bsdmainutils, 
dpkg but no go.  I've got 90Mb updated pkgs waiting to be installed...

Suggestions?

Is /usr/bin/perl there, and pointing to the right place? (It should be a
symlink to /etc/alternatives/perl.) You may have been bitten by the
update-alternatives bug in dpkg 1.7.0.

dpkg --configure --pending to find out which package is the culprit, then
either force install it or remove it, depending on how you feel about
force installs.  the switches needed are in the manpage or dpkg --help.
