This is going to depend almost entirely on the rest of your system and
how you use it.  For example, if you have 8MB of memory, then you
won't see much difference from a chip upgrade at all.  Same goes if
you mostly do I/O bound tasks.  About the best way to figure out how
it affects you is to find a benchmark which mimics your usual usage
(The BYTE UNIX benchmark is a decent one, so is a full kernel
compile).

To sum it up, it depends :)
