Using apt-cdrom is enough as far as I know; it will add the apt source entry and create the list of what packages are on the CD so apt knows what is there. It's different than Slackware and Redhat of course, but it is a distribution. The basic difference IMO, is that Debian has a better package installation/maintainance system.
