Have you attempted contacting the Debian Developer in charge of that package
yet?  They should be your first contact about that kind of thing.

The best way would probably be to file a bug report with a patch of your
modifications. In this case it looks like somebody already have built
unofficial ktorrent packages.

You would have to become a package manager for the kTorrent package, but
to do that you'll need to have it adhere to the Debian package
guidelines[0]. You'll have to thoroughly test it and document the
repositories, although I'm not sure how any of this really works if the
package already exists in Debian.
