The problem as near as i can tell regards the fonts.  None of the fonts
(i.e. Xfonts-XXdpi 3.3.2.3a-8 or the non -XXdpi) remedy this message in
.xsesion-errors while using either wmaker .14.1-7 or 0.20.2-2

whatever has happened in i386 potato lately caused that, although the
identical problem on the Alpha went away a few days ago; also a $XLSPATH
problem in running netscape that appeared and vanished on the Alpha is
still there in i386.

a) If we are talking about the missing 'C locale' problem, its the 
latest 'xlib6g' X11 package that solves this (it has the missing dir in
it).

b) dselect won't downgrade, but you can use dpkg directly with the
'--force-downgrade' option to do that.

Do you mean reinstalling xbase_3.3.2.3a-7? apt and IIRC the other access
methods to dselect won't install a package if the same or newer version is
already installed.

I believe the mirrors were having problems last night, I grabbed it all
off of www.debian.org and it worked fine through apt.

Is there some problem with apt/dselect as well because nothing happened
when I did Update in dselect. I had to get it and install it manually..

Thanks, I had just upgraded to 3.3.2.3a-8 last night and it fixed it.

Ok, lets see. I assume you've installed 3.3.2.3a-7, haven't you? Either
update to 3.3.2.3a-8 or reinstall xbase. According to debian-user this fixes
the local problem. Have you installed those new packages: xmodmap, xfonts-*,
xterm?
