There should be, I run testing, the migration from Gnome 3.4 to 3.8 is
happening now.
But you should have a look at "Software Settings" in the "system tools",
make sure it checks for updates. Mine is set for "Daily" and
Automatically install is set at "nothing".
The icon pops up from time to time, but it's not orange as with
update-manager, it's gray. Otherwise they are pretty similar in shape.

it is installed
by default in Wheezy (stable). It has been superseded by another
graphical update manager: gnome-packagekit.
This new update manager (part of upstream Gnome) also has an icon in the 
'tray',

but looks different, also it doesn't pop up at the same frequency as
the old one,
there might be some delay.
