Looks like the problem is in the communication between the drive's
enclosure and your computer.  The drive is probably just fine.

Depends on the USB-SATA bridge used in the enclosure.  Some support
SMART and some part of hdparm as well (e.g. set timeout for spin-down);
the only problem is that it's terribly difficult to know which ones do
and which ones don't, without actually buying them and trying them out,
because such details are basically never documented.

That makes sense - when your box (a laptop?) is under heavy load,
there'll be less power to external devices...

If it is a case of lack of power, then the drive itself is probably
quite healthy, which means that any problems will be higher up in the
stack, e.g. filesystem integrity.  To make better use of it, perhaps
there's a different USB port that can be used?

Some (few?) BIOSes also have settings for how much power to supply via
USB - it's worth having a quick look.

It depends to the USB controllers and drivers, the HDDs connected to the
USB controllers record SMART data, but usually there's no possibility to
get the data, but it's said that SMART by USB does work for some
devices.
